Fundraising
To meet capital and operating requirements for Mekhala House and the community development programs for Prey Veng, FDCC has developed a targeted strategy for fundraising. These include:

Establish ongoing relationships with corporate donors;

Establish a network of private donors. We have found that many people are excited by the project FDCC has implemented in Cambodia and want to make regular donations to help fund its activities; and

Organise seminars and functions which benefit the Australian business community. Through the Australian Board members freely giving their time, skills and access to their networks, these events raise funds for FDCC.

Ongoing Funding
Presently FDCC does not offer donors the ability to claim a tax deduction on their donation.
The process for obtaining tax deductibility on donations made to fund projects in developing countries (including Cambodia) is administered by AusAID and the Australian Tax Office (ATO). To gain tax deductibility status an organisation must meet a series of criteria set by AusAID within the Overseas Aid Gift Deduction Scheme (OAGDS). These include:
- the organisation must be established under prescribed governance arrangements; and
- projects run must adhere to certain criteria.
FDCC is currently progressing towards implementing the required governance arrangements. FDCC Directors are working with Mallesons Stephen Jaques, which is providing pro bono legal advice on:
- Establish FDCC as a company limited by guarantee;
- Ensure that governance provisions and processes are legally and operationally compliant.
FDCC is aware that the Mekhala House project does not meet the tax deductibility guidelines within the OAGDS. These require that projects have a development focus whereas orphanages are regarded as welfare and not eligible under the OAGDS.
To secure tax deductible status in the future FDCC is currently undertaking a process to identify and implement development projects in the region that will provide long term benefits to the local people and meet the OAGDS requirements. This process is being led by the staff in Cambodia under guidance from the Australian Board. Through this process FDCC aims to provide its Cambodian staff with theoretical learning and practical experience in project management.
